  4.     MERRY CHRISTMAS, ZELL. In an expansive holiday mood,
  5. outgoing Atlanta Mayor Andrew Young sent some truly memorable
  6. Christmas cards to his constituents this year -- at the expense
  7. of the taxpayers. The place-mat-size cards (9 1/2 in. by 14
  8. in.) featured a cluttered montage of Atlanta scenes and a
  9. handsome portrait of Young with the caption "Municipal Leader
  10. of the Year, 1989," an honor bestowed upon him last year by
  11. American City & County magazine. Among the 1,500 Christmas card
  12. recipients: Lieutenant Governor Zell Miller, an opponent of
  13. Young's in this year's Democratic Party gubernatorial primary.
  14. Citing the $2,500 cost of the mailing, Miller thundered, "If
  15. this man is elected Governor, what will he send out in 1991?
  16. A billboard?"
